Most organizations believe they have an AI adoption problem. In reality, they have a management capability gap.

The Microsoft Case

According to a story unconfirmed by Microsoft, the company rolled out Copilot to more than 300,000 employees in 2025. While everyone was initially excited and keen to use AI, users soon realized that the results were often either too generic or entirely wrong. Fixing these errors ended up taking more time than performing the tasks themselves.

As a result, usage plummeted by more than 80% within just three weeks. Only a small group of power users continued to use the AI, though those who did managed to achieve amazing results.

The Three-Week Drop-Off

Large-scale enterprise research shows a common trajectory. Enthusiasm peaks during the first few weeks as employees experiment with AI to help them draft emails, summarize documents, or analyze information. Then frustration sets in.

Users ask the AI for help with a real task. The output looks plausible but generic. They try again and receive confident but subtly incorrect results. After a few iterations, many decide that verifying, correcting, or reworking the output takes longer than doing the task themselves. The conclusion is simple and often final: this isn't reliable enough for my work.

AI Is Not a Tool Skill—It's a Management Skill

The small minority of users who persist through this trough tend to discover something unintuitive but powerful: AI does not need better prompts. It needs better management.

Successful AI users do not treat the system as a magic oracle. They treat it as a capable but inexperienced collaborator—one that needs clear direction, scoped tasks, supervision, and quality control. In other words, they use AI the way effective managers lead people.

The skills that predict AI success are not new technical competencies. They are the same skills that have always defined strong leadership and execution: judgment, delegation, task decomposition, iterative refinement, and domain expertise. AI amplifies these skills, but it does not replace them. Without them, AI simply accelerates confusion.

How the Training Market Missed the Point

Most corporate AI training today falls into one of two extremes. On one side is basic AI literacy: tool overviews, prompt-writing tips, and generic demonstrations of what systems like ChatGPT can do. This training is necessary, but it only gets people started.

On the other side is advanced technical training aimed at developers: APIs, retrieval-augmented generation, fine-tuning, infrastructure, and deployment. This content is essential for builders, but irrelevant for the majority of knowledge workers.

What's missing is the middle layer—the “201 level” of AI capability. This is where the question shifts from “How do I use this tool?” to “Where does this tool fit into my workflow, and when should I trust it?” That question is not technical. It is fundamentally about applied judgment.

The Jagged Nature of AI Capability

One reason this middle layer is so important is that AI capability is uneven. AI systems are not uniformly good or bad at categories of work. Their strengths form a jagged frontier.

Studies comparing professionals working with and without AI illustrate this clearly. When tasks fall inside AI's effective capability boundary, performance improves dramatically: more output, faster completion, and often higher quality. But when tasks fall just outside that boundary, performance can degrade below baseline. Users become more confident and more wrong at the same time.

The danger is subtle because AI often fails on tasks that look like it should handle well. Without strong judgment about where AI helps and where it hurts, organizations risk trading speed for silent quality erosion.

What the 201 Level Actually Teaches

The 201 level of AI capability focuses not on tools, but on how work gets done. It teaches people how to decide which parts of a task AI should handle, which parts require human oversight, and how to structure verification so errors are caught early rather than downstream.

At this level, users learn to assemble context deliberately instead of dumping information blindly. They learn to evaluate quality at multiple levels—not just whether a document sounds right, but whether specific claims, assumptions, and conclusions hold up. They learn to break complex work into AI-appropriate subtasks and to treat first drafts as raw material rather than finished output.

Most importantly, they learn to recognize when AI is operating outside its competence. This frontier recognition skill is what prevents AI from quietly degrading decisions, analysis, and judgment over time.

From AI Activity to AI Fluency

The difference between superficial AI usage and durable AI advantage is not which tools an organization deploys. It is whether the organization has invested in the judgment layer that makes those tools reliable.

The 201 level is where productivity compounds without sacrificing quality. It is where adoption stops being fragile and starts becoming habitual. Organizations that ignore this middle layer will remain polarized: a small group of advanced users racing ahead, and a large majority disengaged and unconvinced.

The good news is that this problem is solvable. But it requires shifting the conversation away from prompts and platforms, and toward management, judgment, and how work actually gets done.

That is the real challenge of AI adoption—and the real opportunity.
